In pokemon pearl my miloswine will not learn actien power move.?

ok i leveled up my swinub to eveolve into miloswine but he has not learned atiend power. they say at level 33 but all he learnd is fury attack. can you help is there another way to learn actein power.

the move tutor can relearn it for you it does cost a reagent
