In pokemon the card game what is considered an effect of an attack?

Ok to clarify, I have a card that states: prevent all effects of attack excluding damage to that pokemon. Now my opponent used an attack that stated: Volcanic Ash-- discard 2 fire energy's.then chose one of your opponents pokemon and do 100 to that pokemon. Since that technically is an effect of an attach does that prevent it?

YES! it does prevent it! i have LOTS of card that can do that!
