  1. I am assuming you are asking how is ethanol produced for fuel purposes.  Very simple really, same as making moonshine.

First you need to ferment either your sugar cane, corn, or whatever you are using.  There are many details to keep this process as efficient and enjoyable (less smelly) as possible, but I will just give you the basics and let you tweak it as needed.  Get a storage container to ferment the mash in (oil drum, 5 gallon bucket, whatever).  Place your corn/sugar cane in the container, and add warm water, for fuel production somewhat of a runny mixture is easiest.  Add yeast (either from a package or from a culture you started) brewers yeast is the most efficient.  Let that sit for awhile, (one-four weeks depending on the speed and amount of yeast added)  Stirring every few days can help keep it from molding, but beware fermenting to long can cause it to mold, which you do not want.

Once you think it fermented long enough, you are going to have to distill it.  The simplest still is just a glass beaker corked with a copper pipe coming out of it, that pipe goes into a container that stores the distilled ethanol.  Around the pipe near the end that drips into the distilled container is a tube that you run water through, this cools the ethanol vapor back into liquid.  Boil the mash at about 85C, you want the ethanol to boil not the water.  More still designs can be found by a simple web search on stills.  I currently use an advanced still built from blue prints I bought at http://running_on_alcohol.tripod.com/ind...

If what you are trying to run will not burn pure ethanol, you will need to dry your ethanol and make your own E85.  More info on that can be found at the site I provided.  Everything you will need can cost between 50 and 800 dollars depending on complexity and production capabilities.

Distilling ethanol for fuel purposes in the USA is legal with permit, this can be obtained by filling out an application with the Alcohol, Tobacco, and Firearms Bureau for an Alcohol Fuel Producer. http://www.ttb.gov/forms/f511074.pdf

  2. Good news! Ethanol is a liquid, not a gas. So it's much easier to use. It's made using ordinary distilling methods in use for hundreds of years. You can make your own still, or you can buy one from one of many manufacturers. Check out Revenoor.com.

Oh, and a chipper/shredder would also probably be useful. Prices will depend on what you get and where you buy it, but figure on  about $2000 total.
