  1. Vale is a poetic word for valley. Here Blake wants the valleys to ring with happiness.


  2. Usually, a vale is another word for a valley.... but in poetry, 'vale' often refers to, or is used metaphorically to represent, the world, or mortal or earthly life:  "...this vale of tears..."

    In light of this, Blake is using the second definition here..... suggesting all life rejoices or is made happy.
