In regards to Ebay - is it fair to not pay after you won if Seller never contacts me?

I have the winning bid on a Car amp from Ebay.com. The the Seller is located in New Orleans where the "hurricane / Tropical storm" was. Now I sent him an email and wished his family my belssings, and asked about the shipping or possible delay of the item i had won. He has not reposnded to several emails- which they are probably still evacuated from the city and had to access to respond. But the Question is how long do I wait, I need this item or something similar

ASAP. o i can't wait for weeks. the original transcation was to only take 3 days, but due to the unfortunate events in tghe Gulf.... there may be a significant delay

since there is a disaster u need to understand it from his situation and he may not even have the item... so i think he will understand if u will not pay for it... but u shud consider paying for his relisting fees if he contacts u sooner or later...

I would check Ebay's rules on this one. If I remember correctly you can withhold payment if you don't here from them within 3 days.
