  1. of course not and when it's best just depends on the tide, swell and wind.  Typically early morning is a good bet

There are USUALLY surfable waves all day long.  Unless it's TOTALLY flat...however, if it is completely flat, you can always go to the Wave House, so I guess there ARE surfable waves all day long.  ...And all night long.  We went night surfing last month at the full moon at Cardiff.  It was so much fun.  And absolutely ZERO crowds!  haha.  :)  

    The good times to go are in the winter.  haha.  Sorry, I'm SO stoked for summer to be over and these fare-weather surfers to go home and hibernate for the winter season.  Seriously though, the best times to go are off-peak hours.  So, dawn patrol is great, and on week days are better than weekends.  Right after work is the worst!  

    I think dawn patrol (DP as I like to call it) is the best.  Your crowd factor isn't really a factor at all.  Really, the only people who are out at that time are the ones who know what they're doing, and you're less likely to get run over by a tourist.  Also, the conditions are MUCH better in the AM.  When those off shore winds pick up in the afternoon, they can really add a lot of chop onto the water, you'll get some nice glassy conditions in the morning before the sun messes up the winds.
