You need to Complete GM Mode in WWE 24/7 by getting the GM of the Year Award. I got the GM of the Year Award in less than November. The easy way to get the GM of the Year Award is to turn off the Injuries on the Options menu while you are at GM Mode.

With this, you wont have a problem for all the weeks you are going to make matches. And when you get the GM of the Year award, go check WWE Shop and he should be unlocked.
