Data can be parsed in a way to highlight a result that is consistent with a specific view.  This can be done by not providing full results, by collapsing categories so that variability is hidden, etc.  It's not the data which is partisan, but the way the data is presented is entirely up to the person doing the presenting.  So, yes, the sorting of data can be partisan.
