In some European countries, if coal is transported in open railway trucks the top is sprayed with a solution of lime. Why?

not sure, but if the 'top' is exposed, so the wind from transport will not blow the loose coal fragments away.

I can only surmise thast if the coal is ground very fine they might be concerned about dust flying off. The cola we haul is a bit coarser and I have never noticed any dust or particles coming off the cars.
