There are no businesses that will pierce your lip without some form on ID, no matter how old you are.  There is too much risk if you're under 18 without parents' consent.

If you DO find a place that pierces without ID, I would seriously suspect their practice.  If they fudge the law there, where else are they doing it (not providing clean tools, ect)?

You just need to show your ID, if you are not 18 you forget about it unless you have a parent  with you and ID. .
