  2. Rules are always on paper. And when a rule is brought about, there is always a deliberate intent to defy it. Sometime back Tamil Nadu Govt made wearing helmets mandatory for two wheeler riders and fine would be imposed for non-compliance. Is everyone two wheeler rider / pillion rider wearing helmets? Certainly no. Smoking in public places is also banned in Tamil Nadu. Has it stopped? The inference from these two is that imposing 'fine' from the initial stage would not stop erring miscreants from such acts. The Govt should start an awareness / educative campaign, carry it on for a few months and bring about a change of mind for the public to obey the rule in the larger interest of everyone. Once the citizens are convinced that the Govt's rule is for the welfare of public, majority would follow it and thereafter, stray violaters can be imposed with a fine.

    those who spits , urinates , throw wastes,etc in public places like overbridge, governement places , high roads
