  1. No such thing.  Maybe you mean PFC which is a Private First Class or an E3.  But a Specialist is  different rank and pay grade, that is an E4.  Refer to the website below for ranks of the Army. http://www.us-army-info.com/pages/ranks....


  2. Sometimes that's used interchangeably with a Service Personnel (personnel support) position--people mix the letters some.  Someone who handles military records for example can be considered "service personnel".  

    Otherwise, the above answer is correct.  THe Army has two ranks that offer almost identical abbreviation.  PFC:  Private First Class and SPC:  Specialist.  

    "Specialist" behind PSC makes me think one is seeking someone from personnel for assistance.
