  1. Cl-O^-  only has one bond in the entire polyatomic ion.  Therefore there is only one pair of bonding electrons between Cl and O.  Here's a hint.  Halogens don't (as a general guideline) form multiple bonds.


  2. There are 7 + 6 + 1 = 14 valence electrons total. The Lewis structure shows 8 around the Cl and 8 around the O, with the Cl and O sharing 1 pair of electrons.
