rank in most military forces is determined by the qualifications you obtain throughout your service,your potential as a leader and your attitude to military life.for someone who is determined to get on in the military as opposed to those who see it as just a job then the potential to rise in rank is without limits

Years in service, experience, schooling (military and civilian), PT scores, awards & decroations, the well-roundedness of job positions held, etc.

Leadership both proved and potential.  Knowledge, skills and abilities in both your occupational specialty as well as basic military skills.  Time in grade and service are used to a certain degree.  Appearance and physical fitness are two other factors.
