In the Pokemon card game, if a card says it does 20 damage to each defending pokemon, does that mean the bench

For instance a Wailmer card. Does the move do 20 damage to Wailmer or just the oppenents bench?

No.

There is a little-played 2-on-2 game that Pokemon supports.  The card is worded the way it is for when your opponent has 2 active Pokemon.

(IMO, it is ridiculous that all the cards have this strange wording just for a play format that never gets played.)

wouldn't your active pokemon and bench pokemon all be your defending pokemon?? im not a card player but this is from my point of view.
