In the UK, what classifies someone as an international student?

I have been out of the UK for 8 years. I only have British citizenship, but due to get permanent residence in the country I am living...am I an international student?????

I have been living in Ireland since i was 10 but completed 6 years of school in the UK and im a british passport holder so am i an international student?
