  2. No. This is a management position, and this individual would not necessarily work on aircraft or engines. He would have to have a license to do hands on work.

    At large airlines, eg UA, AA, CO, BA, this position is usually a vice presidential level job, directing thousands of employees and making high-level decisions regarding inventory, facilities, and new aircraft acquisitions and overhaul scheduling, among other things. No time for a wrench or the smell of Jet-A.
