In the constitution, what does the words " several states" refer to?

Does it just mean all the states, and not just the 50 incase there are more states that are annexed to the U.S

If so, what other word could i use to refer to " several states"

  1. It just means all the states.  At the time the constitution was approved their were not 50 states.  You may recall that the u.s began as 13 states.  Another word would be "states"


  2. Definition of "several" from Merriam-Webster:

    1 a: separate or distinct from one another <federal union of the several states>

    In the Constitution the term "several states" does not mean "all of the states".  Another way to put it would be "individual states".
