  1. It's called the Staff of Asclepius.

The story? Asclepius was apparently a highly successful Greek healer of many hundred years B.C.. Several hundred years later, he was actually deified, and became worshiped as none less than the god of medicine, and the son of Apollo.

But why this distinctly serpentine symbol for him? This matter is a little controversial, but most authorities believe that the snake represented rejuvenation to the ancient Greeks, since it sheds its skin. The rod is simply the common symbol of authority.

  2. The snake is associated with a Greek physician, Asclepius.  Asclepius had a rod with a snake, most likely a rat snake, that was believed to have healing properties.  The original rod of Asclepius had only one snake.  Some medical associations still use the original, but most now have the two intertwined snakes.  This symbol is actually the caduceus, or wand of Hermes, and doesn't seem to have any relationship to medicine.  So, likely the two different symbols got confused and some medical associations now use the double snake symbol instead.
