In the majority of card games, which suit is higher: hearts or spades... or neither?

The other day my friends and I were having a dispute on which suit was of the highest ranking. I initially thought spades... but I don't know. Just curious.

Spades, hearts, claver (the flowery thing i dont know the english term), diamonds
