Yes, they can. A great example of this is poison ivy/oak. There are other plants too that make people sick, but you would need to have such a concentration of plants that it is not too realistic.

... They're after us!!!!! They'll come after us when we're all asleep and warm in our little beds at night... come after us to attack us with they're deadly POLLEN!!!!!!! Everywhere you turn, they're watching you!! They lurk in the shadows. Sure, Sunflowers might look all pretty and perky and innocent, but they're brains are concocting evil plans to take over the universe!!!!!!!!!!!!! PLANTS.... ATTACK OF THE PLANTS!!!! Possibly. The Red Tide from algae blooms is awful. It chokes you when you go near it because of the chemicals in the air.
