  1. NO !!!

If you are at anchor, you need to display an anchor light.

  2. Depends where you are anchored, hopefully not in a sea lane.

  3. Yes, permitted if you are not in the middle of a shipping lane taking into account the Oregon Coast is very rocky.  I would suggest going into a port and mooring there for obvious safety reason.  There are plenty of free moorages in Oregon.

  4. There are virtually NO safe anchorages along the coast of Oregon. There are few safe harbors and those are dangerous to get in and out of if there is any swell or if the wind is up. If You are anchored out at night then you need to show an all-around white light, typically at the masthead and not your bow and stern lights. Those are for use while under way only. Check your charts for designated anchorages or read the various Pacific Coast Cruising Guides for tips on where to anchor. You can anchor anywhere You want as long as you are not in a designated navigable channel, shipping lane or restricted area. Once again .... check your charts.

  5. You aren't going to get much sleep.   I spent a couple weeks off the oregon coast on a fiber optic repair ship and we had plenty of waves in the shallow water to keep us moving.    Don't see why not if you want to try though.   Just don't tie up to someones fishing float or in a shipping lane.

  6. A white light, visible through 360 degrees and for at least two miles, must be displayed from the masthead when anchoring at night.

Displaying running lights (red/green from the bow and white from the stern) indicates to other vessels that you are underway.

The daytime signal to other boats that you are anchored is a black ball shape hung in the rigging.

    Hope this helps.
