Flying as a helicopter with a small engine and a small propeller. At very low altitude and a little fuel(as a scooter ) . tell me the science engine capacity and the project!!

  1. Any modern flight technology would allow you to fly this low. The problem is safety. Airplanes have to move too fast to be stay aloft, and thus are too dangerous so low. Helos are not fuel-efficient for something like this. If you are talking about a hover car, like something from Back to the Future II, no present technology exists to achieve this. These could possibly employ jet engines aimed down (like the Harrier jet http://en.wikipedia.org/wiki/Harrier_Jum... but this is simply not fuel-efficient to say the least. If you are interested in technology like that seen in the Iron Man movie, check out the article (http://dvice.com/archives/2008/05/how_to... An alternative method is the hovercraft (http://en.wikipedia.org/wiki/Hovercraft)... but they don't exactly fly. The best method would be a Mag-Lev (Magnetic Levitation, such as employed by some trains: http://en.wikipedia.org/wiki/Maglev_trai... But this technology requires a track. To actually float along anywhere as seen in Star Wars Episode IV in Luke's desert speeder...unfortunatly nothing exists, and in truth, as depicted in that movie, is likely not possible.

  2. There are things like jet pack, also called rocket belts (see link). The problem is that they are a bit hard to control, use a LOT of fuel for a very short flight time (typically 30 second flight, 250 m range), and if you run out of fuel of have a failure at altitude, you cannot glide like a plane or enter auto-rotation like a helicopter, and you are toast. Even at 5 m altitude, you can kill yourself, especially with a 60 kg contraption strapped to your back.

Helicopter (or anything else flying) at 5 m would be very dangerous: you have cell phone antenna, power cables and what not dangling around, that can get entangled with the rotor (and at such low altitude, entering auto-rotation in case of failure is impossible, so you are toast again).

Really, the main problems are not technological, it is certification, legal and liability. Someone getting hurt by someone flying overhead when there is a failure would sue whoever built the device to bankruptcy in no time flat.
