coordinator sounds like a project manager and if so he or she would be higher up

In most companies your supervisor is your first line management. In all the companies I worked for (many) I have never run into a coordinator. If you mean administrative assistant, that's an important position, but not in the line of command, so I'd say lower.

Supervisor sets the pace with the workers, the coordinator keeps the project running smooth. The Coordinator is the Boss. Project Coordinators are the first on the site in Construction. They secure the permits, schedule the project and subcontractors. The Superintendent  and Coordinator work together in running the project . They hire Foreman called General Foreman who in turn, hire Foreman to supervise groups of workers on the project.
