In the state of Georgia, is it illegal to enter or exit a HOV lane if the white line is solid?

I believe it is but my boyfriend doesn't. I can't seem to find a link on the internet that proves which it is. Can anyone here tell me the answer and give me a link?

Yes it is. You're supposed to only enter and exit the HOV lane when there are broken lines. I know that is true for NY and PA but to make sure it was true for GA, I found it in the manual. It's in Chapter 4, on page 88.

Apparently, you will be fined and after too many offenses, they will start adding points to your license.
