In the state of Louisiana do you have to have a license or have some type of inspection to own quails?

My father is buying some to breed and sell and we are having problems finding anything on this. If anyone knows anything about this or knows any websites I could go to, that would be great.

You're going to have to do this one the old fashioned way. Go to your Department of Health (in person) and ask what health regulations there are for fowl that are raised for human consumption. Ask what permit(s) are needed and what are the regulations in housing them.
