In the state of Massachusetts is there a unrestricted F.I.D card?

A regular F.I.D card allows it's cardholders to purchase low capacity rifles and shotguns at the age 18. However, is there an unrestricted F.I.D that allows you to purchase high capacity rifles and shotguns with the exception of handguns? And if there is what are it's requirements?

  1. In order to purchase any high capacity firearm, a license to carry is required.  A class A LTC is unrestricted, and allows large capacity handguns and long guns.  A class B LTC permits large capacity long guns, and low capacity handguns.  Anything capable of accepting more than ten rounds is considered large capacity in Mass, so an AR or AK, for example, can only be purchased with a Class A or B LTC.  

    FID cards differ from LTCs in their requirements- age 18 to apply for an FID(without parental permission) and 21 for a LTC.  An FID is "shall issue" if your background is clean, but your local police department can turn down your LTC application on the grounds of "unsuitable character".  Some departments require letters of reference, qualifications, or medical evaluations in addition to the required safety course.
