  1. Nope. In Missouri, once you get your full rights, the parent's are not liable for any financial or legal responsibilities.

  3. i don't know for sure about missouri, but as far as i know when they sign the waiver of parental rights it's also a waiver of parental responsibility, but it depends on why he signed it.  the waiver he signed should specifically say on it whether or not he's given up responsibility.  adoptive parents can't get child support from biological parents because they sign a waiver of both rights and responsibility.  if it's just a guy trying to get out of child support, it is probably the judge's call as to whether or not he must still pay child support.  the state can't get child support from a parent who has relinquished custody voluntarily to the state.  my best suggestion is to read the wording of the waiver and if it says he gives up all rights and duties/responsibilities to the child, then i'm almost positive he doesn't have to pay child support.
