  1. Both. If you aren't in the box, that would be the same as hitting a parked car either in front or behind you. Sticking too far out from the curb is a hazard to other drivers on the road, so your answer is "Both."


  2. i live in pa. too, if iam not mistaken, you  have to be close to the curb without hitting it.
