For an example, someone that has been charged with possession of a controlled substance.

You'd have to ask an attorney for the specifics in Texas; but for most crimes there is a statute of limitations.  In most cases, after anywhere from 6 months to 3 years, you can no longer be charged for the crime.  Note that there is no requirement that your case be closed within that time; it need only be started before the deadline.

    About the only consistent standard is that there is no statute of limitations on murder or treason.
