In the state of il. does a vehicle backing up in a parking lot have the right of way?

with vision blocked, backing out of parking space, the vehicle has a back-up beeper and was involved in an accident. minor but questioned on who is at fault. mind you this was not me! please let me know at northernredneck65@yahoo.com
