  1. You have to be at least 18 and self supporting to adopt a relative's child.  Otherwise, 21.  However, talk to the social workers about at least being guardian for the child.  That has less restrictions and allows you to finish school while keeping the kid out of foster care.

  2. If you are interested in a family member this is usually called a Relative Placement or Kinship Adoption....  When a family member is interested in keeping a relative the State will do a Relative/Kinship Home Study which is generally a little less strict compared to the Home Study a non-related adoptive family would need.....

The standards are more focused on the fact that child will remain with their biological famiy--which means that Safety is the major concern. Age issues of the relative will be a less considered issue--then the fact you are family....

The issues that will matter will be if it appears that you are able to provide a safe home and meet the child's needs. In a sense most of the time the State will expect from you the same standards they would for your sister to regain her rights...Does that make sense?

I have seen states allow older siblings to be the relative placement of their own younger siblings...as long as the relative was at least 18 years or older and depending on the situation....
