In the wintertime, why don't entire clouds freeze and fall to the ground?

  1. The simple answer is that when the ice crystals that make up the cloud start growing they can eventually become heavy enough to begin falling as snow. The clouds are frozen, but as tiny, separate ice crystals floating together in the air.
