No, as opium is a narcotic and they were put to sleep because of it, but not high

yeah - the censors cut out the scenes where they all sat down and processed the poppy pods and fired up the opium pipes.  L. Frank Baum (a well-known opium freak) was said to be distraught.

Well, technically they say that it was the wicked witch who put a spell on them to sleep.  But since it happened in a poppy field, it is associated with the opium poppy and opiates can induce sleep.
