Of coarse you can, it's very kind of you to think of the poor strays, many of them are starving.  In my apartment building we have many stray cats and some of us put food out for them everyday and also water. When it's hot outside I put ice-cubes in their water, some of the cats are getting friendly and aren't so scared of people any more. Feel free to give them food, it's a kind thing to do, thanks for thinking of them.  You can feed them any time, not only this month.

I wouldn't recommend feeding stray animals. As desperate as they may seem in your neighborhood, stray animals can become nuisances and realistically it is better if they go to an animal shelter where they can be looked at by a vet and given the proper nutrition to stay healthy.

Feeding animals also makes them trust human contact, and although your human contact is positive and friendly, not all people are going to be so kind to them. If you train an animal to approach humans thinking they are all friendly, they can be harmed by others.

If you have a lot of strays in your area, you can call a local (non-euthanasia) animal shelter which will usually come get the animals, give them medical attention, nutrition and put them up for adoption.

If you want to be active in the animal environment as well, give a donation to your local animal shelter (I choose to support only shelters which do not euthanize animals) or volunteer for a weekend there. This is a much more positive way to help the animal community.

It really doesn't matter what month it is, they need food too.  I feed strays all the time.  I love animals and I hate to see starving cats, dogs, heck I always put out seeds for birds, squirrels.  They all need to eat just like people do.  I believe in giving food to the poor.  We donate at our church in the food pantry.  It's for anyone who needs it. So go ahead, feed them, this month or next.  it doesn't matter.  Thank you for being so kind to people and animals.  We need more like you.  God bless you.
