to bring down temperature and will cost nothing other than cost of initial installation.

All sorts of things. Environment and Man by Wagmer is an interesting environmental science textbook that has a good section on housing. Simple things such as shape and ceiling height make a big difference. You have to take rainfall into account too. In the humid tropics, a double roof is handy. In the desert, thick walls are wonderful heat sinks for temperature regulation. I know from first-hand experience.

Look to local designs before there was cheap electric for guidance.

eg the islamic design of a courtyard fountain and a tower/chimney to create a through draft over the water. plus tiles and suitable shadeing.

or simple thatched huts, high thermal mass, shading and few windows

or raise on stilts to get draughts...

For old land rovers you can get a double skin roof to keep cool.
