  1. Lime stones and chalks.  Some chalks are basically all fossils(The great Huxley used to draw a line with chalk on a blackboard and claims that here was all evolution.) but almost all microscopic.  The Morrison Formation, a sandstone, has the most dramatic large fossils in the U.S. so far developed.    These 3 rock types are sedimentary rock.

I do not think you can name single layer as the layer where the most fossils are found without narrowing down the range of fossils a bit.

  2. Limestone, Diatomaceous Earth, some Mudstones have lots of fossiles.

Late Cretaceous rocks are good choices for fossils. Rocks from this age are found in in many parts of the country.

  3. Fossils are typically found in sedimentary rock, almost all of which were originally deposited as sediments by moving water. Subsequent processes hardened them into sedimentary rock, as overlying pressure squeezed the water out and the grains were cemented together. Often plants and animals were trapped, being buried in the sediments. As the sediments hardened into sedimentary rock, the dead things hardened into fossils.

  4. sedimentary rock because they're usually moved by the water and reside as sediment before being compacted.
