Eevee doesn't evolve into Umbreon at any specific level. Train Eevee at night and it should evolve. I recommend putting Eevee in the first slot of your team and then going to a place at night where the levels are appropriate for your Eevee (say it's level 5. Go to the grasses outside of your starter town, such as Twinleaf or Pallet, and train there). Keep on battling at night and you'll have an Umbreon in no time!

First, you should get eevee to love you fully. You can use the friendhsip checker to check it. It will have two big hearts. Level up friendship by giving massages and the soothe bell and keep it with you at all times. then after that level it up at night and it should evolve.
