In what months are apartment rates at their lowest?

I am wanting to move in an apartment but I want to catch their lowest deal. Someone told me, during winter apartment rates lower. I am not sure if that is true. Can someone help me out?

Summer because the weather is good and people move.  In college towns it's June because everyone moves out.

People think it is the summer, its actually the Winter, that is when it is the slowest time and we will bend over backwards for new residents.

Where I live, the summer- that's when many college students leave and landlords need new tenants. Other than that, January, because many people;s leases end at the end of the year.
