  1. Only free males could vote in Greek society.

    That means slaves (accounted for 80% of the population) could not vote. Women could note vote (10% of the final 20% of free society) and various other undesirables.

    So in all, 10% of Greek society dictated the affairs of society.

    Seems nothing has changed.
