  1. It wasn't at all. The Inca were more similiar to a Communist nation while the Aztecs were more similiar to Capitalistic fascists to be honest.

    The Incas had a command control economy where everything belonged to the Chief Inca (emperor). In the Aztec society, it was a free-market society with traders plying goods all over Mesoamerica.

    In retrospect, the Incas could act toward a famine more effectively while the Aztecs could've done nothing since the Emperor doesn't control food supply.

    The Aztec nobility elected an Emperor by an electoral council of nobles. The Incas were hereditary family members of the last Emperor.
