In what week will all players have equivalent stats in the NFL?

Question

During bye weeks, some teams will have +1 games than other teams, some teams will have -1 games than other teams. After bye weeks are over, in what week will all teams be equal again in the total numbers of games played?

I believe the last bye week is week 10.  So starting week 11, every team will be equal.
