  1. Wilson consulted many advisers through the fall of 1917 while preparing his Fourteen Points.  He first made them public during a speech to a Joint Session of the US Congress on January 8, 1918.

    Wilson personally attended the Versailles Conference to push for his plan.  This was almost the first time a president had ever left the country while in office, and Wilson was gone from Washington for four months.  He was only partially successful, with perhaps his best results in the area of "national self-determination".  Some believe that the world map that emerged from Versailles was the fairest it has ever been.

  2. He introduced them after World War I in Paris at the drafting of the Treaty of Versailles in 1919. He wanted to try to solve future problems with his 14 points but the European countries were too focused on punishing Germany.
