In which States/Cities do stores, by Law, have to give the Option &/or Right of Cash Refunds for Gift Cards?

Question

Many stores/businesses will not give Cash Refunds to Customers for the store Gift Cards they have bought - and later try to redeem the Balance on the Card for Cash and/or return the Card for a Cash Refund.

In which States and Cities are the Stores required by law to give the Customer the Option of a Cash refund? And who & where (City & State) are the Stores that make it a Store Practice and/or Policy to give Cash Refunds for their store Gift Cards that they sell?
