  1. If you are the administrator of a Windows XP computer, you do have to login to see what programs were installed through the Administrative Tools.

    Start>>All Programs>>Accessories>>System Tools>>Administrative Tools>>Event Viewer

    or Start>>Run>eventvwr.msc /s

When the Event View opens, verify the log, especially  in the Source column. Every installation would use either MSIInstaller or a third-party installer (such as InstallShield). Under the Type column, right-click on the Information, and choose Properties. When Information Properties open, verify the description whereby, for example if the User installed Adobe, you could see the following: Product: Adobe Reader 7.1.0 -- Installation operation completed successfully. Under the User column, the name of the user who installed the application would also be visible.

You could also export the Application Event View by going to the left panel, right click on Application, choose Export List. You  could export is as a Tab Delimited Text Comma-Delimited which can be viewed using Excel.

But sorry, I'm not aware of a third-party software which could do monitoring --that is, "legally"--without logging into the system logs. It's inherent to Windows XP's security feature of requiring Administrator's account login when viewing and retrieving Windows XP system information, otherwise all Windows XP computers would be vulnerable to hackers' attacks, etc.
