  1. Dont quote me but King Hammurabi of Babylon had the first code of laws written. There would've been rules beforehand but he wrote them down.

  3. The first known legal code was written by the Babylonian king Hammurabi, about 1760 B.C.  Actually, it's likely that older codes existed, but this is the oldest that archeologists have found a reasonably complete copy of.
