How many times have you heard, "I never meant for this to happen."  Some people really do have evil goals, but for the most part people intend to do good but fail to follow through or otherwise go astray.

it means that lots of people have caused a lot of pain and suffering in the end even though their intentions were good.  What you meant to do, and what happened are two very different things are one does not excuse the other.
