  1. it means when you activate a card to countor your opponants card eg nightmare steel cage and then you will activate mystical space typhoon


  2. to chain a card is to activate a card's effect in response to an opponent's effect. after this basic knowledge ,you need knowledge of spell speeds and chain workings, while i have no desire to get into spell speeds right now, i'll use the FILO (first in, last out, a term used to teach "the stack" in magic: the gathering, a system like chaining in yugioh) system to explain it

    player 1 activates royal decree (chain link 1)

    player 2 activates mystical space typhoon (chain link 2)

    player 1 activates imperial order (chain link 3)

    so here's how the chain looks

    decree-mst-order

    each card will resolve in order, starting with the last card activated, which means that imperial order will resolve first, and decree will resolve last

    link 3 imperial order will resolve, negating like 2 mst, allowing link 1 royal decree to resolve, making player 2 sh*t up a creek without a paddle
