In yugioh, can a monster that was special summoned attack the same turn it was special summoned?

For example, if i use monster reborn to revive blue eyes white dragon, can i attack with it that same turn?

yes you can.. UNLESS the card has an effect that says that it cannot attack the same turn that it is summoned.  other than those particular situations, yes they can attack

if u summon it with the effect of paladin of white dragon, it says that u can't attack.

allows u to special summon monsters that can be special only !

like cards like destinyhero-plasma cant be special summon except one way so it can be special out by crds like reasoning and reborn and premature ...ok do u understand that !

next yes special csummoned cards can attack unless the card says other wise !
