In yugioh gx can the uria lord of searing flames special summon by UFO turtle?

nope. it says "this card cannot be special summoned except..." which means uria can only be summoned from your hand. you'll have to summon it by sending away 3 continuous traps on your field, otherwise you do nothing with if it's in your hand. uria cannot be revived from the graveyard even if you special summon it correctly (which is tributing 3 continuous traps)

Unfortunatley, no. Because it says on the card:This card cannot  be special summoned EXCEPT for tributing 3 face up continuos trap cards.So, that the only way you can special summmon it-shame because that was a good idea.
